SEWA - Prime Minister's Fund
Assistance
for Rehabilitation of Rural Artisan/Agriculturists in
the Earthquake Affected Areas of Gujarat
Progress
Report April to July 2001
Lessons
Learnt
The entire rebuilding
and economic rehabilitation programmes has brought about several
lessons for sustainable rehabilitation.
- Along with relief, immediate
launching of livelihood activities, serves as a healing process
and helps the families and communities come out of shock and
trauma. It further reduces the vulnerability of the communities.
It also turned the disaster into a development opportunity.
Therefore, setting up a long term livelihood security fund
is vital.
- There is need to have community
based, demand driven, participatory approaches to rehabilitation.
This ensures the involvement of women and poor in the rehabilitation
process. Implementation of rehabilitation programme through
local community groups and organizations leads to effective
implementation. This leads of sustainable, long term development
and does not merely become a temporary rehabilitation exercise.
It does clearly highlight the crucial role of Community Based
Organisation in long term rehabilitation.
